samenvatting: Progressive grantmakers around the world are witnessing accusations of "gender ideology" and related models of manufactured gender panic used as oppositional tools to block, erode, and attack the goals and activities of their grantees. This especially impacts those who fund feminist organizations and groups working for LGBTI human rights. Grantmaking programs that focus on children and youth, sexual health and reproductive rights/reproductive justice, sexual orientation, HIV/AIDS, health-care access, sports, defense of democracy, environmental justice, and other fields are also impacted. Indeed, grantmakers with focus areas that may seem unrelated are called to find common cause, given their shared experiences of opposition from the "anti-gender" movement. At the same time, progressive funders come under direct attack by those within the anti-gender movement and their political allies whose conspiracy theories often center around George Soros and the Soros-funded Open Society Foundations (OSF) and other progressive grantmakers. samenvatting: Based on the decades of experience of our partners around the world, COC has created its own vision on social change. As we see it, social change occurs when interventions are executed within five connected pathways. Each pathway is just as crucial as the others, and each pathway provides a fundament for the others. For each pathway, COC has identified steps and interventions for getting from one stage to the next in achieving social change. We commonly share our vision with our partners in over 35 countries as a basic working model. Those partners can use this vision by adapting it to their own local context. The vision is by no means a blue print. Rather, it is adaptable to any organisation, anywhere around the world. As it is based on their years of experience and the lessons learned by our partners in all types of political and social contexts, our vision is an enabler, allowing an organisation to work more strategically towards social change. Our vision is based on the Theory of Change.

samenvatting: The growth of "queer criminology' in recent years has seen greater attention being paid to the treatment of lesbian, gay, bisexual, transgender, and queer (LGBTQ) people by criminal justice agents and institutions. The foundations of this work remain situated in the global North. The emergence of southern criminology, then, offers important tools to consider the extent that queer criminology mirrors the concerns of the global North, and the implications of this for the global South. This chapter begins drawing together these two fields. It first examines the ways that queer criminology reflects "Northern' LGBT and Queer frameworks. It then explores the implications of transposing initiatives for LGBTQ people in the global North into the South without accounting for differences in these contexts.

samenvatting: De campagne voor lhbti+ rechten van Amnesty Internationl is gebaseerd op Amnesty International's interpretatie van Artikel één van de Universal Declaration of Human Rights. Op de website staat hier de volgende uitleg bij: "Iedereen, waar ook ter wereld, heeft altijd exact dezelfde mensenrechten. Of je nu wit, zwart, kort, lang, man, vrouw, homo, hetero, transgender of een intersekse persoon bent: discriminatie is nooit toegestaan". Dat zegt artikel 1. En artikel 2 specificeert dat er tussen mensen geen enkel onderscheid gemaakt mag worden. Hoewel Amnesty International gelijk heeft dat de Universal Declaration of Human Rights te interpreteren is ten voordele van lhbti+ rechten, valt het te betwisten of het in 1948 ook al zo bedoeld was. Ondanks dat de opname van lhbti+ rechten in het mensenrechtenactivisme vandaag de dag diep binnen het activisme van Amnesty International geworteld is, is dat niet altijd zo geweest. De hoofdvraag voor dit onderzoek luidt als volgt: Wat heeft er voor gezorgd dat lhbti+ rechten expliciet zijn opgenomen in het mensenrechten activisme van Amnesty International? Om hier een volwaardig antwoord op te kunnen geven, zal er gebruik worden gemaakt van de volgende deelvragen: Wanneer vond de omslag binnen Amnesty International plaats? Hoe is de acceptatie van lhbti+ rechten als mensenrechten binnen Amnesty International tot stand gekomen?

Challenging the logic of progressive timeline, queering LGBT successes and failures in Ireland and Russia  / Alexander Sasha Kondakov.

samenvatting: This article offers a critical view of progressive timeline that is a characteristic trait of composing LGBT (lesbian, gay, bisexual, and trans*) world maps and, in general, of thinking about queerness globally. I regard linear narratives of time as the manifestations of power that assign progress to the imagined 'West' and backwardness to the 'East'. In this effort, I, therefore, advance critical scrutiny of spatio-temporal notion of progress, but centre on time rather than space which has been the focus of previous studies. The discussion of the work of Muñoz and Edelman helps to propose criticism of progress inherent even in queer approaches to time. Conclusions from the review of this discussion are then used to study developments of 'LGBT progress' in two countries, namely Ireland and Russia. My analysis shows that evaluation of the countries' experiences on the progressive timeline fails to account for nuances and heteronormativity still present in both contexts regardless of their spatial polarisation.

samenvatting: The article deals with philosophical and legal foundations for LGBT rights as two separate, but important ways of conceptualizing human rights. It practically seems impossible to specify what specific would that be in order to base LGBT rights different from any other individual human rights. Theoretically, I follow conceptions of human rights (and not specific conceptions). This is one of the important premises but also one of the conclusions. What seems to be a necessary step is to critically read concepts of sexuality, marriage, relationships, human goods, human nature etc. influenced both by philosophy of morals and science and to apply this different understanding in the already existing naturalistic and political concepts of human rights. Human dignity, diversity, autonomy, freedom, human nature play an important role both in explaining and founding human rights (of LGBT people).

samenvatting: Homophobie wird in Deutschland oft als ein Charakteristikum des Östlichen Europas und seiner Bewohner:innen ausgemacht. Wenn es darumgeht, die dortige Lage nicht nur in den Ländern des postsowjetischen Raums von Schwulen, Lesben und trans Personen einzuschätzen, so dient, wie fast immer, Russland als Maßstab der Dinge. Nicht wenige übertragen die hasschürende Politik der Kremls gegen Minderheiten, darunter auch gegen LGBTIQ+-Personen, auf seine Nachbarstaaten, zum Beispiel auch auf die Ukraine. Diese grobkörnige Blick von außen is irrig. Es ist mitnichten so, dass in der Ukraine, 1991 unabhängig geworden, ein eigenständiger Staat, nicht mehr Sowjetunion und auch nicht Teil Russlands, ähnliche Zustände wie in Russland vorherrschen, auch in Bezug auf die Rechte von LGBTIQ+. Während sich ihre Lage in Russland in den vergangenen Jahrzehnten zunehemend verschlechtert hat, erkämpfen sich ukrainische lGBTIQ+ immer mehr rechtliche und politische Freiheiten und auch gesellschaftliche Akzeptanz. Kurz nachdem die Ukraine ihre Unabhánigkeit vond der Sowjetunion erklärt hatte, legalisierte sie Homosexsualität als erste der ehemaligen Sowjetrepubliken.

Homosexualität - ein "unerwünschter westlicher Import"? Homo- und Queerphobie in der Sowjetunion und in der Russischen Föderation  / Alexander Friedman.

samenvatting: Am 28. Juni 2022 unterzeichnete Wladimir Putin einen Erlass, der den "Tag der Familie, Liebe und Treue" offiziell als einen neuen Feiertag in Russland deklarierte. Dieser soll jeweils am 8. Juli - am Tag der russische-orthodoxen Heiligen Peter und Fevronia von Murom - gefeiert werden. Als Intention des Feiertages hob Putin in seinem Dekret die "Bewahrung traditioneller Famielienwerte und geistig-moralische Erziehung von Kindern und der Jugend" hervor. Im Juli 2022 wurde der neue "Tag der Familie, Liebe eund Treue" propangandistisch ausgeschlachtet, um einerseits Russlands "moralische Übergelegenheit" zu betonen und dieses Land vom als "dekadent" und "im Untergang begriffenn" bezeichneten Westen abzugrenzen. Den Ton gab dabei der Sprecher des Unterhauses der Föderationsversammlung, der Staatsduma, Wjatscheslaw Wolodin, an, der sich seit Jahren als ultrakonservativer Politiker und offener Schwulenhasser profiliert. Wolodin strebte eine Erweiterung des vorhandenen Gesetzes gegen die "Propaganda von nicht-traditionellen sexuellen Beziehungen gegenüber Minderjährigen" an, das in Russland bereits 2013 in Kraft getreten war. Warum wird das Thema "Homosexualität" in Russland instrumentalisiert? Welche Feindbilder werden verbreidet und wie beinflussen sie die Stimmung in der Russischen Föderation?
