samenvatting: This shadow report is a collaborative effort created and submitted by Global Rights, the International Gay and Lesbian Human Rights Commission, the Coalition of African Lesbians, the International Human Rights Clinic, and the Human Rights Program at Harvard Law School. It is also based on previous research and work done by the University of Virginia School of Law. This report offers an evaluation of Rwanda's compliance with the International Covenant on Civil and Political Rights (ICCPR), particularly in regard to the protection of LGBT persons in Rwanda. On March 16th - April 3rd, 2009, Rwanda will stand before the Human Rights Committee for consideration of its compliance with the Covenant. Non-governmental organizations may submit shadow reports to serve as an additional source of information for United Nations committee members. There are currently no laws that criminalize sodomy or homosexual acts or conduct. Additionally, we are pleased to see that previously proposed amendments to Rwanda's Penal Code criminalizing sexual conduct between individuals of the same sex have been dropped. However, newly proposed amendments include Article 191, which would criminalize persons who "encourage or sensitize people to same-sex sexual relations or practice." This article, if passed into law, would violate a number of provisions under the ICCPR.

samenvatting: The research for this webarticle was carried out in Gasabo district of the Central province of Rwanda. The Focus was on Lived Realities of Open Lesbians living in Kigali. The study was therefore limited to only Kigali by Horizon Community Association because it was an initiative to recognize the Problems faced by Lesbians after the several attacks, arrests and arbitrary that has been in Rwanda since 2004. The study also focused on the specific activities of Hoca and how it has improved the livelihood of its members in Gasabo. The study again highlighted the background of Rwanda as a nation and her culture, and they perceive homosexuality right from the past Generation to date.

samenvatting: The research contained in this report was conducted during the months of September to December 2010. Two consultants visited five East African states: Burundi, Kenya, Rwanda, Tanzania and Uganda and interviewed 67 respondents drawn from different groups of the LGBTI community, human rights activists and government agencies. The interviewers recorded the interview proceedings with respondents verbatim and with the aid of questionnaires and electronic recorders. This project has made use of existing research and literature on the subject as well as official documents including national and international legal and policy documents and sources. Information obtained was as far as it was possible verified from official sources and other published works.

samenvatting: This study sets out to review a comparison of membership within the United Nations Security Council and the Human Rights Council and how sexual orientation and gender (SOGI) rights are protected or promoted within a state?s foreign policy. These states were selected due to the need of having a set within the 193 UN member states and by choosing the UNSC there is elimination of selection bias. Multilateralism carries many difficulties, and chief amongst this is the concept of human rights. Human rights in general are often contentious, and especially in the area of SOGI. Because SOGI rights are not explicitly guaranteed within the Universal Declaration of Human Rights or any of the major Human Rights Conventions many states contend that they cannot be recognized as they are new rights. However, advocates for SOGI rights call for the principle of equality pointing out that these are not new rights, simply recognizing the importance of equal rights for all. This study as an inter-disciplinary approach blends quantitative, qualitative and legal focuses within expressed foreign policy and attempts to determine if there is any relationship between states that are involved within the United Nations Security Council, the Human Rights Council, and SOGI foreign policy. After a thorough review of the backgrounds related to SOGI of each selected state, each state is then measured across 2 indices each comprised of 4 factors to attempt to begin a valuation of the two subjects. The results appear to reflect that those states that are more involved within the UNSC and the Human Rights Council do tend to have a better record on SOGI within their foreign policy.

samenvatting: This is a report of a baseline survey conducted during the months of October 2012 to February 2013. Detailed questionnaires were distributed to LGBTI organisations in five East African states: Burundi, Kenya, Rwanda, Tanzania and Uganda. Respondents were drawn from the LGBTI and human rights communities. Drawing on information provided by the respondents, this report summarises the current human rights situation of LGBTI people in East Africa and gauges how the terrain has changed since the 2010 report. In addition to providing a snapshot of the current situation for each group, it also identifies key trends in the region on issues affecting the LGBTI community. Using a qualitative analysis approach on key indicators, the report allows LGBTI people from one country to compare their own status with those of others.

samenvatting: Homosexuality in Africa has been a hot topic of late, particularly in the aftermath of Uganda's recently repealed (but still threatening) anti-homosexuality law of 2014. Among the arguments the law's supporters put forward was that homosexuality was somehow un-African. Many scholars and activists have pushed back at this ridiculous notion. Indeed, as elsewhere, same-sex loving and desiring people have long existed in Africa, and will continue to do so. Often missing, however, are the stories of who precisely these historical Africans are. In some cases their personalities and individual lives have been lost to the historical record. But we often do have some details of their lives, which can help us better understand how different societies understood same-sex behaviors and identities, and how those were even institutionalized in those societies. The role of the umutoni in the pre-colonial Rwandan monarchy is an example of this kind of institutionalized relationship. Because the lives of individual kings, or bami (sing. mwami), were meticulously recorded by court historians, we have a glimpse into how these relationships functioned at court, and how they were understood in their own historical context.

samenvatting: A qualitative study whose focus is on the lived realities and experiences of Intersex, Transgender and Gender Non-Conforming (ITGNC) persons from Kenya, Uganda, Tanzania, Burundi and Rwanda. This study explores the ways in which the lack of distinction between sex and gender identity manifests as associated to perceived gender roles vis-á-vis non-conforming gender identities. In exploring the realities of ITGNC East Africans, this study interrogates five broad thematic issues namely; legal and policy environments, Health, Public discourse, lived realities and movement building in those five countries. The report identifies a common trend in all the study countries in which it was difficult to identify a visible intersex community. Data was collected through literature reviews, interviews and focus group discussions.
